COVID 19 Announcement (UPDATED 3-23-2020)

Recorder/Registrar of Titles Customers and Partners,

The Hennepin County Recorder’s office is open for business. We strongly recommend that you NOT submit any paper documents for recording purposes. The Hennepin County Recorder’s office is temporally suspending paper document recording until further notice, closing our skyway counter, and only processing electronically submitted documents as of March 17.

This change is based on information and direction provided by Hennepin County Administration, the Centers for Disease Control and Prevention (CDC) and the Minnesota Department of Health (MDH). We want to ensure the overall health safety of both county staff and the general public. Impacts

Suspend processing paper documents

• Social distancing is a key strategy for mitigating the effects of the COVID-19 outbreak. To reduce the risks of exposure all our staff are working from home. • We will only process electronic documents starting March 17. • In-person transactions at our customer service counter on the skyway level of the Hennepin County Government Center are ending temporarily as of Tuesday, March 17.

• Documents that are mailed for recording will be held for an indeterminate amount of time before being processed. We will begin processing paper once business returns to normal in Hennepin County. Our current document process through date of March 6, 2020 will be the last date in time where our indexes were verified. This date will not change until we are able to process paper documents again, but index data for all documents recorded electronically in this period will be displayed in our system

• For Torrens documents requiring Examiner of Title’s approval, we have developed a process by which documents submitted electronically can be routed to the examiners for approval and back to the Registrar of Titles for recording.

• We have reestablished a process for issuing certified copies of documents.

Real estate research

• Temporary complimentary access to records will be available by uisng a UserName/Password combinaton of public1/public1. Current subscribers can recieve the same complimentary access using their regular credentials.

3/12/2020- RecordEASE Web will be briefly unavailable at 6 PM the evening of March 17th for a system upgrade. With this change the viewing of documents will now be embedded in the application itself without the need for an external or third-party TIFF viewer.
